LET'S THINK DIFFERENTLY ABOUT REQUIRING A COLLEGE DEGREE FOR MOST LOCAL GOVERNMENT JOBS

An Article by ICMA

If you want to attract more qualified applicants, retain your talented employees, and practice effective DEI policies, rethink your college degree requirement.

Local government is missing out on hiring and promoting a large pool of high-quality employees by unnecessarily and arbitrarily requiring a college degree for far too many positions. As a result, local government is enforcing a “paper ceiling,” which limits a vast number of potential candidates and its own employees who want to advance.

There is no hard evidence or rigorous research suggesting that employees with a college degree perform better on the job than employees without a college education.

CRISIS MANAGEMENT IN MUNICIPALITIES

INVESTING IN YOUR TEAMS AND ALLIANCES BEFORE A CRISIS STRIKES

How early relationship-building prepares us for the next emergency.

Inadequate planning and training in the Emergency Operations Center (EOC), outdated emergency playbooks, dusty disaster plans, and unclear responsibilities can be some of the reasons for the lack of preparedness. However, in many cases, we are underprepared because we haven’t taken enough time to build strong relationships within our teams and foster alliances outside of our agencies before a crisis hits.

The Rural Housing Information System: Filling to Rural Housing Data Gap

The Rural Ontario Institute and partner, the Eastern Ontario Wardens’ Caucus are building the Rural Housing Information System (RHIS) which is an innovative, centralized data tool to fill the housing information gap across rural communities. This locally-driven tool will support municipalities, private sector home builders and not-for profit organizations in the planning and development of housing. The RHIS is set to launch in Spring of 2023.

The RHIS will harness data through an easy-to-use public dashboard. Beyond data automation, the RHIS includes functions to manually upload datasets that further customize reports to a specific municipality. As the tool grows in operation, there will be opportunity to further streamline the process of data collection from multiple stakeholders. The RHIS will feature a data comparison tool across municipalities and has the potential to be scaled across Canada. Data information from the tool can be used to facilitate access to provincial and federal funding for affordable housing development, increase collaboration, and knowledge sharing across municipalities and between the public, private and non-profit sectors. The RHIS is funded through the Canada Mortgage and Housing Corporation (CMHC).

City Plan - Nanaimo Reimagined

The City of Nanaimo’s new “City Plan – Nanaimo Reimagined” was adopted by City Council on 2022-Jul-04 and is a comprehensive policy document which will guide the City for the next 25 years to sustainably accommodate anticipated growth of 40,000 new residents.

By providing integrated direction, City Plan unifies several traditionally separate policy documents serving as Nanaimo’s Official Community Plan, Parks, Recreation, Culture, & Wellness Plan, Active Mobility Plan, Transportation Plan, Climate Action & Resiliency Plan and Accessibility & Inclusion Plan. It also provides guidance for Truth and Reconciliation, climate adaptation, economic prosperity and more. Within City Plan, Nanaimo’s vision of its future is based on a sustainability model called Doughnut Economics which describes a ‘sweet spot’ where community needs are met within the limits of social foundations and environmental capacity.

Implementing City Plan requires strong coordination, cooperation and communication between all City departments, breaking down traditional departmental silos. An internal cross-departmental team is creating a companion Integrated Action Plan and Monitoring Strategy to implement and track the plan’s progress.
